Homelessness is one of the most urgent and visible social challenges of our time, affecting millions of people across the globe. In Europe, it is not only a humanitarian concern but also a violation of the fundamental human right to adequate housing. This course explores homelessness through the lens of the United Nations Sustainable Development Goals (SDGs), connecting the reality on the streets with global commitments to end poverty, reduce inequalities, and ensure inclusive, safe, resilient, and sustainable cities.

Over the course, participants will gain a comprehensive understanding of the phenomenon of homelessness, its multiple causes, and its devastating social, economic, and health consequences. Special attention will be given to the right to housing in European legal and policy frameworks, and to innovative, evidence-based solutions such as the Housing First model, rapid re-housing, and diversion strategies.

By the end of this course, learners will be equipped with knowledge and practical insights to better understand homelessness as a complex, multidimensional issue and to critically evaluate policy approaches that aim to eradicate it, in alignment with the SDGs and the principles of human rights.

Learning outcomes

By the end of this course, participants will be able to:

  • explain how homelessness relates to the SDGs and human rights frameworks;

  • identify the main forms and causes of homelessness in Europe;

  • describe the consequences of homelessness on individuals and communities;
  • summarize the legal obligations and policy approaches to the right to housing in Europe;
  • compare and evaluate different housing intervention models, with a focus on Housing First;
  • recognize the importance of integrated, long-term solutions to sustainably end homelessness;
